Pushing urban development into rural areas

If a city official ever tells you that one of their priorities is to "extend services to rural residents," please tell them that this is not consistent with the Growth Management Act. "In general, it is not appropriate that urban governmental services be extended to or expanded in rural areas except in those limited circumstances shown to be necessary to protect basic public health and safety and the environment and when such services are financially supportable at rural densities and do not permit urban development...." RCW 36.70A.110(4); The Cooper Point Ass'n v. Thurston County, 108 Wn. App. 429 (2001) (rejecting Thurston County's attempt to extend sewer to the end of Cooper Point).
